ICANN does not own the internet. ICANN should be accountable to users, registrars and domain owners as well as the public at large. I object to Proposed Amendment 3 on the grounds that it has not been independently audited, provides no accountability for funds collected, nor does it provide a means to ensure costs to domain owners will not rise substantially and could not rise further through the use of loopholes in the proposal. Deals made in secret almost never benefit the public at large. Deals made at arms length and without undue influence and which have been vetted by independent parties are most likely to be fair and balanced. This proposal must be re-routed through a proper auditing process.

In case it is not clear by my message, I thoroughly object to this proposed amendment and the process by which it has been made.
