Hello,

I am writing to register opposition to the proposed amendment. The
amendment includes financial changes that will affect end users of the .com
TLD, such as myself. End users have not received a full explanation of
precisely what would justify these changes in cost. The amendment's
explanation is vague, non-committal and insufficient.

Furthermore, the amendment specifies a financial arrangement between ICANN
and Verisign for millions of dollars to complete "good faith" projects,
which are also not precisely defined or specified to any acceptable degree.

ICANN should reject this amendment and return with a new proposal that is
more detailed and maximizes transparency of any financial transactions or
financial changes that will be transferred to end users.
