I would like to oppose Proposed Amendment 3 to the .COM Registry Agreement.
This amendment will allow the wholesale pricing of .COM domains to
increase every year for 8 out of the next 10 years, thereby allowing the
wholesale price to grow by more than 70% over the current prices.
Additionally, the contract allows for other price increases which could
drive pricing up further. Ultimately, the amendment will make .COM domains
less accessible and more expensive for everybody. Not only will the price
increases limit accessibility, but there is also no clarity about how the
increased revenue will be spent on infrastructure. There are no assurances
that even if the steep increase in prices, the funds will benefit anyone
who used .COM domains.

These changes will have significant impacts on the internet for years to
come.

The decision should not be solely up to ICANN and Verisign but to those who
will be impacted by this decision.

Thank you,

Wendy Graham
