[Comments-msr-5-27apr21] The Maximal Starting Repertoire – MSR-5 Public Comment

The MaximalStarting Repertoire – MSR-5 Overview and Rationale (https://www.icann.org/en/system/files/files/msr-5-overview-06apr21-en.pdf), Section 5.7.5 (page 27}, says “U+01C0 and U+01C1 are indistinguishable fromthe punctuation marks U+007C and U+2016 in certain user interface fonts….”  Yet the MSR-5 (I’m looking at the HTMLversion here: https://www.icann.org/sites/default/files/packages/lgr/msr/msr-5-wle-rules-06apr21-en.html)currently includes CyrillicSmall Letter Palochka (U+04CF) which appearsto have exactly the same conflict.  There shouldat least be a footnote indicating that an exceptionhas been made in this case, and explaining why it was made.
