[Comments-msr-5-27apr21] The Maximal Starting Repertoire Public Comment

The MaximalStarting Repertoire – MSR-5 Overview and Rationale (https://www.icann.org/en/system/files/files/msr-5-overview-06apr21-en.pdf), Section 5.7.5 (page 27}, says “U+01C0 and U+01C1 are indistinguishable fromthe punctuation marks U+007C and U+2016 in certain user interface fonts…” and are therefore excluded from MSR.  Yet the MSR-5 (I’m looking at the HTMLversion here: https://www.icann.org/sites/default/files/packages/lgr/msr/msr-5-wle-rules-06apr21-en.html)currently includes the Latin Small Letter L (U+006C, which also meets thiscriteria for exclusion).  Since thissymbol has been part of the Domain Name System from the beginning (e.g. .mil),it obviously must remain grandfathered in to the MSR.  But there should be some indication that thisexception has been made.
