[council] UDRP issues for registrars

Hello All,

There has been little response on the issue of UDRP from the registrars
constituency.  I posted a possible top 5 and only received two
responses.

It seems that issues:
4, 5, 9, 11 are of some interest.

I am sure that registrars will assist in providing advice on
implementation details that are the responsibility of registrars, but
would generally expect that the intellectual property and users
constituencies would drive policy development in this area.
