No - lets stick with PDP-Feb06.

The less new terms we add the better.

The terms of reference really define the PDP.
- e.g policy regarding renewal etc.

PDP-Dec05 and PDP-Feb06 are intimately linked and we should focus on the
terms of reference themselves.
