[council] Updated GNSO Council agenda 2O November 2007 - IGO DRP

In my role as one RyC representative to the Council and not in my role as Vice Chair, I second this motion.  As required by the RyC Articles of Operation, Edmon, Jordi and I will need time to vet the forthcoming ideas from the IPC wihtin the RyC.
