[council] JAS update and deadline

Tim,

These questions are for Rafik to answer and I see that he has already started to.

My take: there is absolutely no guarantee. The WG has put the request to me and as mentioned previously, I don't think delaying our meeting by a couple of weeks is a big problem so I feel comfortable in asking the Council to at least consider doing so.

However, the points you raise are very valid, namely:
- We don't know that even with the extra fortnight the WG will finish it's work,
- And the extra time in no way guarantees that a motion to approve the report would pass first time, or not be the subject of a deferral request.

What the WG is doing is trying to make sure possible questions are addressed in advance, through a webinar, and asking for the Council to look with goodwill on the report and approve it sooner rather than later.

I guess it's just a question of everyone chipping in and trying to move this along, but there are of course no guarantees, nor should anyone expect any.

Thanks,

Stéphane

Yes it's a nuisance, but if it helps finish the JAS work in time for inclusion by the first round of new gTLDs, I think that will serve the community well. And that is something we are obviously keen to do.

So I would shy away from a formal vote and this is why I am asking for any strong objection to be voiced.

Personally I am open --   but if we are moving the regular call to later date then I think we need a good reason -- given ICANN has already allocated extra staff resource to support JAS work. I very much agree with Adrian on reviewing the current draft so we can help get necessary input from our SGs.

But a decision needs to be taken quickly and it needs to be very clearly stated that these are exceptional circumstances and that the Council will not alter it's calendar everytime a WG needs a little extra time.
