Attached please find the revised draft GNSO Council minutes of 17 November 2011.
The revision is noted below:
In Item 6: Best Practices to address abusive domain registrations
The original text:
Marika Konings provided the Council with a brief update on the next steps with regards to the creation of non-binding best practices to help registrars and registries address the abusive registrations of domain names in accordance with the Registration Abuse Policies Working Group Final Report. Following the submission of the discussion paper<http://gnso.icann.org/issues/rap/discussion-paper-rap-best-practices-28sep11-en.pdf> by Staff, it is now up to the Council to decide on next steps. As also discussed in Dakar, the Council could opt to open a public comment period on the discussion paper in order to obtain community input. Alternatively, the Council could also decide to move forward with this topic by creating a Drafting Team which would be tasked to create a Charter for a Working Group as recommended in the discussion paper.
Which has been replaced with the following  text

Following the initial suggestion to put it out for public comment as discussed in Dakar, which was not supported by all, it was suggested that the Council could also consider whether a Working Group should be created as a result of the discussion paper<http://gnso.icann.org/issues/rap/discussion-paper-rap-best-practices-28sep11-en.pdf> and if so if a Drafting Team should be formed to create the charter for such a Working Group. It is now up to the Council to decide on next steps.

The comments received have been included in the revised draft minutes they will be deemed to have been approved for posting on 8 December 2011 as per the GNSO operating procedures:

"All comments received from GNSO Council members will be incorporated in the summary
unless there are objections from other GNSO Council members.
Where there are objections, the Chair will attempt to resolve the issue (by reference to the audio
transcript, if any) and secure agreement from the relevant GNSO Council members. If agreement
is not achieved, the Chair will determine the final version of the minutes and will note areas in
which agreement has not been achieved
Disputes: If any GNSO Council member disputes what he or she has said in the resulting draft
minutes, the recording and/or transcript of the meeting should be reviewed before minutes are
approved.
The Chair will ensure the above procedure is complete and an approved version of the summary
is circulated and made public within 21 days of the relevant meeting.
All minutes of meetings of the GNSO (and any working groups thereof) shall be approved
promptly by the originating body. No later than the business day after the date on which they are
approved by the Council, the minutes shall be made publicly available on the Website."
