I understand this interpretation as well - but it is based on the old bylaws.

The NomCom webpage http://nomcom.icann.org/bylaws.htm makes reference to portions of the ICANN Bylaws relating to the Nominating Committee and displays the old version.
The current version you can find on http://www.icann.org/en/about/governance/bylaws#X.

I wonder whether this may impact future NomCom discussions on ICANN management selections.

Suggestion: staff should update this webpage.

GNSO Council: The NomCom's answer is therefore that Carlos' current seat will be the one they will appoint this year. My understanding of the NomCom's directive is that current NCA placings are to remain the same, until the NomCom appoints new voting NCAs to each house next year.

The 2012 Nominating Committee  will appoint a non-voting member to the GNSO Council to be seated at the conclusion of the 2012 ICANN Annual General Meeting in Toronto in October 2012 and who will serve a term of two years, filling the seat of the current NomComm Appointee whose term will end at the 2012 ICANN Annual General Meeting in Toronto.
Based on Article X, Section 3 (1) of the Bylaws, the Nominating Committee will appoint three members to GNSO Council:  two voting members assigned  to each House, till the end of their term, appointed at each odd year to substitute each previous selectee which term will be ending, and a non- voting member, each even year.
This is the consensus among NomComm 2012 members, for the information of GNSO Council.
