[council] Proposed Council dates through to December 2013

Hello,

I have no problems in relation to the hours but I am not able to confirm
availability for each one of the next year proposing dates as it is too
early to have a clear idea of my schedule for 2013. However I have
flexibility enough to adjust my appointments to make the meetings.
