Thanks Volker,

Please expand a little to clarify your concern OR can it be answered by one
or both the following two possible tweaks here:

1. We convert 8 business days to 10 calendar days which seems broadly
consistent with the intent of the original wording and yet achieves the
global meaning.
2. We make it exactly 10 calendar days i.e. we have a variable cut-off time
depending on the time of the meeting.
(Downside to this is that 23h59 UTC is always the same, therefore easily
memorable.  However, a variable time should work provided it is always
clearly stated in the notice).

While I support this in general, I am not sure we really need such a policy.
The proposed language cuts the time available for bringing motions short for
our American councillors compared to right now.
