[council] Draft Letter to BGC

In the interest of expediency and due to the 
tight timing, perhaps just say that concerns were 
raised by some on Council and that we would 
appreciate the issue being deferred until we have 
had an opportunity to have a face-to-face discussion in Durban.

I think that this is in line with the tone of the discussion last week.
