Hi Thomas,

thank you for the proposed motion, but I see several major issues that 
would make it very difficult to support. I therefore propose the 
following (hopefully friendly) amendment:

On bullet point 1 strike the following language:
": (1) a notice sent to a potential registrant who attempts to register 
an Exact Match of the protected RC Scope 2 identifier; _and_ (2) if the 
registrant proceeds with the registration, "

Similarly, on bullet point 2 strike the following language:
" : (1) a notice sent to a potential registrant who attempts to register 
an Exact Match of the protected IGO Scope 2 Acronym; _and_ (2) if the 
registrant proceeds with the registration, "

Reasons:
Based on the argument that these protected strings are very well 
protected and known around the world, the notification of the registrant 
would serve no beneficial purpose, but create an ongoing obligation upon 
registrars and the registration process, complicating and delaying the 
registration process needlessly. I  do note that while the GAC Durban 
Communique neither requested not suggested this additional notice to the 
registrant, this was later added as an additional advice in the Buenos 
Aires Communique, however I feel strongly that in this case the benefit 
does not outweigh the cost. The current registration abuse figures in 
the new TLDs which show significantly less abuse than originally oracled 
by the proponents for more stringent mechanisms. The claims notice 
causes a significant amount of registrant confusion and frustration.
