[council] Paper on potential policy work on gTLD name collision mitigation

Dear All, 

On behalf of Francisco Arias, ICANN Director - Technical Services, please
find attached a paper on potential policy work on gTLD name collision
mitigation. Note that Francisco is scheduled to join the GNSO during its
weekend session on Sunday from 12.00 ­ 12.30 local time to discuss this
paper in further detail. Please feel free to share any comments or questions
you may have ahead of that meeting and we'll pass them on to Francisco so he
can prepare accordingly.
