[council] Draft requests from the Council to the SCI

Dear all,

Please accept my apologies for any confusion ­ the final template request
for dealing with the Council¹s currently uncodified practice relating to
proposing, seconding and amending motions is attached, and thus supersedes
and REPLACES the one sent earlier. This updated version includes a detailed
description of the current process that was omitted from the initial version
sent out, and clarifies the proposed Council request.

This does not affect the other template request ­ pertaining to overlap of
the waiver and resubmission rule ­ which remains unchanged from the original
sent out earlier today.
