Dear Councillors, 

For your consideration, please find attached the Final Issue Report on a
Policy Development Process to Review All Rights Protection Mechanisms in All
Generic Top-Level Domains.

A motion to launch a PDP should be submitted shortly.

Please note, the report is based on the Preliminary Issue Report
