[council] Council Update: IRTP C & D

Hello All,

As the Council Liaison for the IRTP Part C and IRTP Part D, the following information is a brief update. ICANN staff has announced an effective date of 1 December 2016 for IRTP-C and IRTP-D.  The updated TDRP will also be effective on 1 December 2016. This is considered a six month notice period to the Contracted Party House.
