[council] Draft IETF "Problem Statement" on Special Use TLDs

FYI: The IETF Working Group Last Call (WGLC) ends on 23 Feb.

There will be an IETF last call sometime later before this becomes an
informational RFC, and depending on the number of comments and degree of
change required in the draft, there could be another WGLC before IETF
last call .
