[council] Proposed motion for the selection of the Empowered Community representative

Thanks Julf,

but maybe I misunderstood. I mean the reference in the motion to the 
consent agenda of the future meetings where the council is supposed to 
sanction the leadership's proposal (see Resolved 1d: ...Following this 
determination, this decision is to be confirmed by the GNSO Council _as 
part of the consent agenda_...).

What is the SSC's rationale for this?
