Huge thanks to Rafik for leading the group to a result in a short timeframe!

I support the version circulated most recently by Rafik with Donna's
changes. In my view we've slightly diverged from the point re IGOs and
might have done better with a more concise response, but in light of the
time (my fault for not weighing in constructively sooner - sorry, Rafik) I
personally think we go with what we have.
