I am sorry to bother you with this, but wanted to express hope that if a moment presents itself, if and as you would consider appropriate, the Council would be made aware of misleading statements being made to it e.g., at:

Statements such as "(i.e. 'GAC' is really just a handful of IGOs within the GAC, i.e. OECD & WIPO)" are inaccurate at best, and arguably intentionally misleading given inter alia information and correspondence provided on a number of occasions by IGOs to the relevant WG.



As should be clear from the background documents on this file (of which there are many, so I appreciate that it is easy to get lost!) not only is this not true vis-à-vis the GAC which as you know operates on the basis of UN-defined consensus (a seriously higher bar than the standard ICANN GNSO definition) and has repeatedly stated a public interest in IGO causes, but nor is it true as relates to IGOs.



More specifically as to the latter, in a letter from the Assistant Secretary-General for the U.N. Office of Legal Affairs to the ICANN Board, the OECD and WIPO when participating in ICANN discussions are representing some 40 IGOs for the benefit of all IGOs (numbering around 200):

I do not wish to add the above clarification merely by way of an incidental reaction to be posted to the GNSO public email list (which I do not request, but leave to your discretion), but thought this a sufficiently important matter to raise to your attention.



I also understand the Council is considering a dialogue with the GAC and wish to affirm our willingness to assist this effort.
