As an outsider to the work of the RDS RT looking in, it does seem like poor form on the part of MSSI to propose this suspension of the RDS RT without first consulting with the very Review Team whose work is underway and appears to be moving forward without any major roadblocks (at least as best as I am aware).

I mentioned my personal perspective on a SCBO call a few months back, that there is a perception that ICANN staff and consultants make many of the real policy decisions long before issues are packaged and presented to ‘the community’ for consideration, and this seems like yet another example.

I don't think it is necessarily unreasonable to put the three options out there, given the large number of reviews due to take place this year and the need to manage workloads, but it would have made more sense to me to consult with the independent RT first and to understand whether or not they think these three options would be appropriate.
