Dear GNSO Council,

Please find the Inter-Registrar Transfer Policy (IRTP) Policy Status Report (PSR) attached, which has been posted for public comment here<https://www.icann.org/public-comments/irtp-status-2018-11-14-en>. ICANN Org’s Global Domains Division produced this report with the assistance of its Policy Team, Contractual Compliance, Technical Services, and Global Support Center.

The mandate for the IRTP PSR stems from two sources:

  1.  IRTP-D Working Group Final Report<https://gnso.icann.org/sites/default/files/filefield_46639/irtp-d-final-25sep14-en.pdf>, Recommendation 17: “The WG recommends that, once all IRTP recommendations are implemented (incl. IRTP-D, and remaining elements from IRTP-C), the GNSO Council, together with ICANN staff, should convene a panel to collect, discuss, and analyze relevant data to determine whether these enhancements have improved the IRTP process and dispute mechanisms, and identify possible remaining shortcomings.”
  2.  Consensus Policy Implementation Framework<https://www.icann.org/en/system/files/files/gdd-consensus-policy-implementation-framework-31may15-en.pdf>, Stage 5 “Support and Review: Policy Status Report”: “Compliance and GNSO Policy Staff should provide a report to the GNSO Council when there is sufficient data and there has been adequate time to highlight the impact of the policy recommendations, which could serve as the basis for further review and/or revisions to the policy recommendations if deemed appropriate.”

In light of these mandates, ICANN Org requests that GNSO Council members review the report and provide feedback on the data and analysis included. This feedback may be provided via public comment and/or via a survey, which can be completed at https://www.surveymonkey.com/r/FLQRD3K.

Once public comments and survey input have been received, ICANN Org will update the Policy Status Report to include relevant information from these feedback mechanisms. The updated report will then be returned to the GNSO Council, who may then consider whether the report provides sufficient information as a standalone report for assessment of the policy, or if further review of the IRTP should be undertaken.

ICANN Org encourages the Council to share the report and survey with its registrar and registrant colleagues throughout the ICANN Community. Note the public comment proceeding and survey will close at 11:59 UTC on 24 December 2018.
