[council] Vote deferral requested

May I just flag that, given the ICANN meeting in Kobe begins that week, a number of Councillors may already be traveling on 4 March. This could result in a lower than desirable level of attendance. Are we sure we will have a quorum? I don't recall seeing a Doodle poll to confirm my availability for a Special meeting on 4 March but perhaps I missed it.
