[council] follow-up on Update from EPDP team & Questions

Hi all,

As I don't see any objections or concerns, I will go ahead and work with
Keith to get a formal request submitted to the ICANN Board to confirm the
resource request for the 2 F2F meetings as outlined in the timeline (Sept
2019 & Jan/Feb 2020). We need to do this asap having in mind the
constraints regarding travel arrangements and avoid impacting the EPDP
members who have to apply for visa.
