the issue is still there, 

 I received e-mail from Farell Folly 
(Thu Dec 3 10:18:23 UTC 2020)

but not the e-mail from Philippe Fouquart, which I accessed only via https://mm.icann.org/pipermail/council/2020-December/date.html

P.s: I manually checked my spam folders, it was not there too.
