Dear Maxim, and all,
You are correct, whilst there seems to be an overall improvement, there are some remaining issues. I have communicated this to our technical team as a matter of urgency.
It would be wonderful if you could all check your inboxes against the archives (https://mm.icann.org/pipermail/council/2020-December/date.html) from time to time today until we can come back to you with updates.
Our sincere apologies for the hassle.

I received e-mail from Farell Folly
(Thu Dec 3 10:18:23 UTC 2020)
but not the e-mail from Philippe Fouquart, which I accessed only via https://mm.icann.org/pipermail/council/2020-December/date.html

P.s: I manually checked my spam folders, it was not there too.
