[council] IDN EPDP Chair

Dear Councilors,
As you know, we initiated an Expressions of Interest process to identify a new chair for the EPDP on IDNs who will replace Edmon Chung; Edmon will be stepping down as chair of the EPDP as he joins the ICANN Board at the AGM.

We are pleased to inform you that Donna Austin, who is currently the vice-chair of the EPDP on IDNs, submitted an EOI and Council leadership has agreed to recommend her as the new chair for this group.

We would like to include confirmation of her appointment on the consent agenda for the upcoming Council meeting on 23 September.
