Best Wishes for the New Year everyone, hope you had a nice festive season.
As a smooth transition hopefully and to encourage further thinking about possible ABRs the Council could suggest, I would recommend you review requests that have been approved in recent years, including those of the GNSO Council (see for example https://community.icann.org/pages/viewpage.action?pageId=96213595 or https://community.icann.org/pages/viewpage.action?pageId=134513539). Similarly, the recent SPS and the action items that have resulted from it (see https://gnso.icann.org/sites/default/files/policy/2021/presentation/gnso-council-sps-meeting-report-01dec21-en.pdf) may inspire some further ideas.
We are looking forward to hearing your suggestions. As a reminder, requests will need to be submitted by 24 January 2022 at the latest.

Dear Councilors,

As you may be aware, ICANN org recently hosted a webinar explaining the process and timeline for the FY23 SO-AC Community Additional Budget Request (ABR). An initial
Additional Budget Request (ABR) envelope of USD 300,000 will be included in the draft Fiscal Year 2023 (FY23) ICANN Operating Plan and Budget.

ABR requests are expected to reflect potential ICANN community activities that are not already included in the annual ICANN OP&B. The ABR process helps the ICANN Board and ICANN org better understand and develop resources for present and future ICANN community needs. Successful previous Council ABR requests include support for Council Strategic Planning Session and the development of the Consensus Playbook.

In light of the recent Council SPS, I would like to encourage you to think about activities or tools that could be piloted as an ABR to assist the Council in achieving its objectives for the coming year. We have added this topic to the upcoming Council meeting but I would like to encourage you to share any ideas or suggestions you may have in advance of that meeting.

Requests will need to be submitted by 24 January 2022 at the latest. Once the Council agrees on requests it may want to submit, leadership and the staff support team can assist in compiling the requested information to complete the application, namely:


  1.  Purpose and scope of the proposed activity
  2.  Direct alignment of the proposed activity with the ICANN mission and current strategic plan
  3.  Demonstrable relationship of the proposed activity to ongoing policy, advisory, or technical work
  4.  Expected impact of the proposed activity
  5.  Estimated resources required for implementation of the proposed activity
