[council] Closed generics - cover letter + ST summary

Dear Councilors,

For your reference, you will find attached the summary and letter that will be sent shortly to Maarten and Manal, to start our dialogue on closed generics. Given the response under 2., we will also make sure ALAC is informed, and I'm sure Justine will help with this.

The only addition to the small team's summary is under < Additional Considerations:" at the very end ("in addition..."), which captures the NCSG's statement made during the discussion in The Hague.

Thanks to all ST members and to those who provided their inputs during our Council meeting.
