[council] SubPro IRT Call - draft

Thanks Sebastien.  I note the letter states as follows:

"There will be no distinction between participants and representatives
regarding the ability to perform
these tasks. In addition, note that no voting or consensus calls take place
within an IRT."

I have volunteered as Council Liaison to the Sub Pro IRT based on my past
Sub Pro involvement and available time since my retirement.  I think we
would want to make sure of two things:

(1) Input from representatives should be timely and should not delay
implementation work.  Could this be added to the call for representatives?
(2) Nothing about the representative model affects the ability of any
member of GNSO Council to raise an issue at the Council level if the
Council member believes in earnest that an adopted policy is involved.
(This is already in the Operating Procedures.)
