[council] [Ext] RE: Motions for August Meeting

HI all - I"m not sure why this would be on a Consent Agenda when we have
not yet seen the changes that the Board is requesting to the paragraph on
RVCs and PICs.  This is a rather important topic and it does not make sense
to me that the Council would take a vote without reviewing those language
changes that are being requested by the Board. Accordingly, although I want
to reiterate that I am non-voting, I don't think this one should be on the
Consent Agenda.
