Nat,
I like the first part of your reasoning: it is not in the best interest of registrants to pay unjustified higher prices.
However, the cost of a domain name for a plain user can be a few dimes higher because of the registry raising their prices, or orders of magnitude higher because the domain name they would like to get is available only in the secondary market.
Different people might have different ideas on what is worse.

NSCG is asking for (among other things):
