[CPWG] Are Blockchain Domains within the Mission of ICANN - WAS RE: Questions to the board about distributed DNS

So, for ICANN, the corporation, blockchain is out of scope.
However, ICANN community members should know what's happening outside the
ICANN bubble regarding blockchain and its probable (or unprobable)
intersections with the DNS.
