[CPWG] SSAD Operational Design Phase (ODP)

The Operational Design Phase (ODP) is a ICANN Org staff analysis of 
the SSAD to inform the Board (and the community) prior to the Board 
making a decision on whether to implement it or not.

On 20 December 2021, the ICANN Org presented and early snapshot of 
where they are to the GNSO Council and that was followed bby an in 
camera (private) discussion within the GNSO Council including those 
EPDP members appointed by the GNSO. The presentation and comments was 
recorded (but not the private discussion afterwards). The session can

It makes particularly good  (although not clear) reading. At this 
point, cost estimates are $2M0-27M to implement and $14M-$104M for 
annual operational costs with a 3-4 year development following an 
estimated 2 year detailed specification.

Following this, the GNSO Council published a paper giving possible 
future alternatives, and that paper was discussed in a meeting (again 
GNSO Council plus GNSO-appointed EPDP Members. This time the meeting 
was open to observers and was recorded.
