[CWG-Stewardship] C.7.3. Plan for Transition to Successor Contractor

Dear all, 

Following up on a request made earlier in the CWG-Stewardship's work, the
Transition to Successor plan called for at C.7.3 of the IANA Functions
Contract has been published at http://www.iana.org/about/framework (attached
as PDF here). 
It was also the subject of a DIDP Request, which can be reviewed here:
https://www.icann.org/resources/pages/20150120-1-2015-02-24-en.
