[CWG-Stewardship] C.7.3. Plan for Transition to Successor Contractor

I had suggested the creation of a new Design Team that focuses on
reviewing, updating and suggesting improvements to this transition plan
document. This document is important because it operationalises the concept
of continuity despite separability.
