[CWG-Stewardship] DT-N update

Hi,

While waiting for the possible creation of a new DT, I have reworked the
wording of DT-N somewhat to try and account for the need to review more
that the SOW.

This is open for comments in
<https://docs.google.com/document/d/1pjRsvePXLHrK0zzFmMcavzvSXehds5FTCEUPPcc7K6w/edit?usp=sharing>

and is attached to this email.

I also note that DT-N still needs volunteers.
