[CWG-Stewardship] FW: Letter ccNSO Decision-Making Process

The implication of this letter from the ccNSO is that it will only proceed
to approval with final proposals available for prior community review.

And so as a result, the combined timetable we have been working to is not
achievable: that chartering organisation will only be able to approve
at/after an ICANN meeting, not before hand. It would be either Buenos
Aires, or Dublin.

Am I reading this right?
