Unless there was an extraordinary meeting of the ccNSO(Is that possible?) outside of the general ICANN meeting process I think we are reading it the same way yes.

And so as a result, the combined timetable we have been working to is not achievable: that chartering organisation will only be able to approve at/after an ICANN meeting, not before hand. It would be either Buenos Aires, or Dublin.
