[CWG-Stewardship] DT-O proposed financial objectives for PTI

No problem to talk about the FY17 budget plan in the DT-O or CWG. I expect there will be a difference in cost between the set-up phase (start of operations) and the next fiscal years when operations become fluid. So far my 2cents …
