[Gnso-dmpm-wg] DMPM - WG Chair

I support Jonathan Zuck as chair.
I've got another working group consuming too much of my time to play a 
larger role, so I'll leave vice-chair to someone else.
However, I think it would be a good idea for those offering to take on 
that responsibility to list the other WGs they've participated in.
