[Gnso-epdp-idn-team] RZ-LGR and DNS stability review

Good evening

This does, as far as I understand process, seem very sensible. We should,
within rules, be trying to maximise opportunities for applicants and part
of this is an appeals process that is flexible and fair. Agree with Jeff
that we cannot assume applicants have a complete understanding of all
relevant criteria.
