Please note that the Phase 1 final report has already been submitted to the GNSO Council and contains your original minority statement. I am just flagging this in case you were not aware.

However, if I may add a small commentary in my personal capacity, I find it offensive that you would hope, "the EPDP team will redouble its efforts to achieve full consensus as we move into Phase 2" (emphasis added). While achieving full consensus is course the most desirable outcome, I believe most participants in this EPDP have acted in good faith throughout Phase 1 to achieve full consensus and have put aside their own strongly-held objections in order to see this happen. Sure, not everyone did - no need to name anyone. But for the vast majority of our 29 recommendations that were developed in a mere seven months, that did happen.

Thanks again to everyone who contributed to the development of our Phase 1 final report.
