Hello Chris and thanks for sharing.  For what it is worth, this certainly looks like a good start.  That being said, you are the expert on these types of use cases.

Moving forward, and perhaps this is a discussion for one of our small group calls, do you think it will be possible to develop a use case under "public safety" that is more geared toward national CERTS and related activities?  Specifically, not law enforcement in the strict sense, but rather more closely aligned to public safety in the sense of detecting and responding to threats?  I realize this will be difficult from a private action perspective, but I'm hoping that government backed CERT activity can be aligned with public safety and governmental activity.
