Also, related to this use case is this recent Bloomberg Article (EU Privacy Laws May be Hampering Pursuit of Terrorists<https://www.bloomberg.com/news/articles/2019-07-08/european-privacy-laws-may-be-hampering-those-catching-terrorists>), which shares insight on the problems investigating terrorism under ICANN’s Temp Specification. Although the Article references the experience of law enforcement agencies, large tech platforms also face these issues, as noted in the Cyber Tech Accord Statement posted last year<https://cybertechaccord.org/mechanism_to_access_whois_data/>.

  *   BC-5 Obtain Contact Details for Legal Claims

  *   BC-8 Digital Certificate Issuance


Because of the 4th of July holiday, we have not fully vetted them, and may have additional ones to submit next week, or may have minor edits to the ones attached.
