[Gnso-epdp-team] Memo on accreditation

All,

Like Milton I've also thinking about accreditation.  Based on our recent
discussions and the various comments in/on the Zero Draft it was clear we
need a high level (50,000 ft level) framework to put the various aspects of
this topic into context.

I hope everyone finds this helpful and I'd be happy to walk the team thru
this during our discussions this week.
