Thanks Jeff, Arnaud. As an aside I had in mind a similar observation on for the difficulty for an interest to be "Global" for IDN-related applications.

For example, I don't see why an application for say a Kayah Li string TLD wouldn't qualify as of principle (inasmuch as a review "committee/group" could make a judgment on this, as per our discussion on Monday) on the basis that the intended audience is local or regional - for all I know, apologies for my ignorance.

Unless we consider diversity in and of itself as a Global Interest but that's a bit convoluted for me.

Yes, exclusive access is synonymous with "closed generic."  And yes, I believe that once we are done with the foundational stuff and framework, I am sure we will spend the bulk of our time focusing on "serving a public interest".

Yes, Jeff. Thank you for your comment. I support. I wasn't comfortable with "The Global Public Interest".

I took a look at the Beijing note. In fact, it seems that the price of exclusivity is a public interest goal, and
yes it's different from The Global Public Interest. But frankly, when I saw the list, I don't understand what
can be the public interest for .cruise or .game or .mobile or .shop... I'm not sure I understand what public
interest actually means in fact.
And we talk about exclusive access, is it the same as closed TLDs?

On Asynchronous Work #6, there are several references to "The Global Public Interest" and the reason why I had a hard time with completing this work was in reference to that particular term.  In the GAC's formal advice in Beijing (April 2023) the GAC advised: "For strings representing generic terms, exclusive registry access should serve a public interest goal." The Advice mentions "a public interest goal."  I view that as VERY different that serving "the Global Public Interest".  It is very possible (at least in my mind) that an application for a closed generic may serve a public interest goal without serving "the Global Public Interest."  In other words, a closed generic my support a local public interest goal or the public interest of one particular country, etc. but when viewed on a Global Scale may not qualify.

I don't know where or why we started equating those terms, but I think we should go back to serving "a public interest" as opposed to "the Global Public Interest".  There has been no agreement within the group to broaden that narrow GAC Advice.
